On the deployment manager there is a crystal service that you need to start off ... once started you will not face that error again.

Please open a servicerequest with Microsoft as rebuilding the so called APS database (coming with the Crystal engine) is not easy.

Change crystal services log on from administrative tools
:set it to work with administrator account instead of local system i think it will work
