Restrict security inheritance via sharing? Contact > Acitivites

Hi all,

I have a CRM 3.0 implmentation with various business units. User
Access is given to Contact entity on read privilege but a workflow is
invoked when one is created that shares it to a team (containing all
users in the organisation) giving it Read privileges.

Acivities too are given the same security mode as Contact becase it
inherits from the parent record. However, since we are giving all
users Read access on the contact record, they too will have read
access on the actvity.

Is there any way to restrict this?

ie. There is a specific business unit that wish to track potentially
sensitive information by way of activity records. All business units
have view on all contacts in CRM as they are shared to a team when
they are created. They wish to override this native security so that
acitivties are only viewable to their business unit (either in the UI
or programmatically)

I am aware that if the Regarding is not set the cascading security
does not apply, but Regarding is a field that a value must be
specified.

Again, this is in 3.0 but I believe the same functionality is in 4.0
