when i try to open the workflow manager, i found this problem
The server localhost is not responding. The might happen if it is currently unavailabel, it is not a Microsoft CRM server, or you do not have sufficient priviledge to run workflow manager

do you have standard edition? i think you need
professional edition license to use workflow manager,
otherwise you edit workflows with scripts.
but i am not entirely sure, perhaps someone else can
confirm this...

Could also be your .SRF mapping in IIS causing this
