How do you set up security such that manager can view the teams'
contacts online. But when the manager goes offline, the system
synchronizes ONLY the manager's contacts.

you cant

the synch will download all data that the manager can see online. There is
no sync option to say only synch my data

the next release of crm (3.0) will have a more robust sync engine, and you
should be able to accomplish this.
