- Workflow Monitor - can't Cancel/Retry/Resume/Jump rules

We have recreated an image of a CRM v3 system with 7000 paused workflow
rules. However workflow monitor does not do anything when you try to perform
any action on any of the rules.
It is responsive, i.e. you can click into the rule and see where it has
paused, but you can't see a more detailed error log, and it simply ignores
retry, resume, cancel and jump.
This is actually for a v4 test upgrade, and the upgrade fails on the last
step which is to convert the workflows. We'd like to be able to at the very
least be able to cancel the paused workflows. Does anyone have any ideas?

I am going to answer my own question, as after some more testing and digging
I resolved it. The key was that this is a test environment, where the
development server name is different to the live server name.
There is a field in the "WfProcessInstance" table called "OwningMachine",
which was set to the live server name, and when updated to the development
machine name allowed me to resume the workflows in Workflow Monitor.
This seems to be the right solution, but as an official solution, this may
need more testing and perhaps only updating the owningmachine for paused
workflow rules. Hope this helps anyone else experiencing this issue with a
test/development setup.
