When WinME is left on and connected, yet there are no programs
running, is the computer considered running? If "yes," can it be
attacked?

Depends on your definition of "connected". If you mean
you have DSL or Cable Internet connection, the answer
is "Yes". If so, you should be running firewall and anti-
virus software at all times. I use ZoneAlarm and Norton
Antivirus. You should also run "Windows Update" regularly.

Any machine that's turned on and connected can always be
attacked. There's no absolutely foolproof protection.
All anyone can do to protect themselves is to make it as
difficult as possible for those attacks to work. You
might be a little safer if you use a Windows or network
password and keep the machine logged off so it's always
sitting there waiting for a password.

if you are using cable modem then it is always on and yes
you can be attacked even if you are not online. unless
you have a good firewall. the only time you can not be
attacked with the computer on is by turning off the power
to the modem. hope this helps.

Yes. WinME is loaded with vulnerabilities. If the
computer is connected to any network, it can be attacked
and compromised.
But it's a fallacy that there aren't programs always
running. Microsoft does an elaborate job of hiding the
plethora of programs actually running from the user's
knowledge.
