First you need to establish the cause of your problems. You can do that by
checking the files iuhist.xml (in the Program Files | WindowsUpdate\v4 folder)
and Windows Update.log (in your windows folder). Locate the entries for the
failed updates (you should be able to identify from the times), note the error
codes and then check them using the WindowsUpdate troubleshooter at
http://v4.windowsupdate.microsoft.com/troubleshoot/ Hopefully this will give
you a clue as to what is causing the problem.
Also have a look at MS KB319585 - "WINUP: "Software Update Incomplete, This
Windows Update Software Did Not Update Successfully" Error Message When You
Visit the Windows Update Web Site" (http://support.microsoft.com?kbid=319585)
as reinstalling the Windows Update controls fixes this problem for some users.
If you use Norton or McAfee make sure that these applications are disabled
when visiting the WindowsUpdate site. Check also that you don't have hundreds
or thousands of zero byte oem*.inf files in the Windows\Inf folder, if you do
you need to delete all of these files (but no others).
