Running Windows ME

Can not access the web in MSN or AOL
Message- Content Advisor error.

I've clicked on Internet Options- to Content Advisor-
reset and then enable, however it still does not work. As
soon as I click out of Internet Options the setting go
back and I can not enter the www.
