Unable to change settings in control panel. Receiving
messages such as Windows cannot access the specified
device,path, or file. You may not have the appropriate
permission to access the item. And .... is not a valid
WIN32 application.

It appears that you may have picked up a variation of the odious CoolWebSearch
hijacker. See Variant 24. CWS.Control at
http://www.merijn.org/cwschronicles.html.

Download and use CWShredder, the removal tool from
http://www.merijn.org/files/cwshredder.zip to remove this unwelcome pest.

You may have problems in accessing merijn's site at the moment as it is
currently under attack, probably by those responsible for CoolWebSearch. If
you can't get to that site the latest version is also available from
http://www.zerosrealm.com/downloads/CWShredder.zip

You may also need to replace control.exe and rundll32.exe with new copies.

Control.exe is contained in WIN_16.CAB and Rundll32.exe in WIN_17.CAB of the
Win Me cab set and can be restored using MSConfig | General | Extract File ...
and following the prompts. The "cab" files are in the Win9x folder on the Win
Me CD and/or in a sub-folder of Windows\Options. See MS KB129605 - "HOW TO:
