- control panel error

I am having problems with my control panel. I keep
receving messages such as Windows cannot acess the
specified device, path, or file. You may not have the
appropriate permission to access the item. Or/and .... is
not a valid WIN32 application. I read other people
messages who are having the same problem and from the
responses, i may have a virus. I read that I would
probably have to download a program to get rid of it but I
can not connect to the Internet since my settings are
locked. How do I fix this problem. Please help!

One post is sufficient, you don't need to keep posting the same problem again
