help me please administrator problems

I am unable to regedit.. or tweak.. or.. use the sys config utility..it
just says disabled by your administrator ???
I don`t know what that means ??shaw cable ??? or did i do some thing ??
every thing else in system tools works the help etc. but when i try to use
the sys config utility ...disabled by your administrator???what can i do to
fix this...also the same thing happens when i try the tweak prgm
or regedit from the run ...??

Do you use Tweak UI ? Than check here:

The disabling of regedit is a sign of possible virus infection.
Have you scanned using current signature files?

i just ran the prgm clean swen
Cleaning utility for Win32/Swen.A Worm 1.1.0
Copyright (c) 2003, Computer Associates International, Inc.
A total of 103176 files were scanned.
Instances of Win32/Swen.A infections were not found.

but it seems tha my computor is sending mail ??
or the returns are saying that i did i checked theres no mail i wrote or
sent
to those addresses...
where are they or how is it happening?

I recommend installing the free personal firewall, Zone Alarm, or any
other, and see its report of the address your machine is trying to
phone.

thanks i installed the prgm zone alarm it seems to be working
it sent some mail right to the del items folder..i hope this fixes the
problem

Use the Zone Alarm reports to identify the process on your machine which
is generating the "phone home" attempts. Then kill the process by
renaming it, probably in DOS. If you can identify the culprit by name,
you can search the several AV sites for a cleaning tool, also.
