Outlook Express Problem
Posted by Argylite on November 28th, 2003

I just finished cleaning up some programs on my Dell D
Dimension 4100. When I restarted my PC and tried to oen
Outlook Express, my preferred e-mail program, I got an
error message stating, "Outlook Express could not be
started because MSOE.DLL could not be loaded". Wondering
if I deleted something that makes Outlook Express run or
if I have some other problem. Also, how do I fix this?

2 options:

- Uninstall and re-install OE

- Download msoe.dll here
http://www.dll-files.com/dllindex/dll-files.shtml?msoe and put in C:\Program
Files\Outlook Express.

Good luck,

Zee

There are a number of possibilities which include:

MS KB 296512 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because Msoe.dll Could Not Be Loaded"
(http://support.microsoft.com/?kbid=296512) where the problem is due to
problems with the Address Book.
MS KB 272265 - "OLEXP: Error Message "Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded" When You Start Outlook Express"
(http://support.microsoft.com/?kbid=272265) where the problem is caused by
mixed file versions
MS KB 232480 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded"
(http://support.microsoft.com/?kbid=232480) where the problem, similar to the
one above, is due to uninstalling a later version of IE/OE.

In addition you may also want to look at the following KB article although the
error message here is slightly different in that it normally reads ""Outlook
Express could not be started because MSOE.DLL could not be initialised" and
the problem here is due to the Identities key in the registry being corrupted
in some way such 245419 - "OLEXP: You Receive an Error Message or Are Unable
to Start Outlook Express" (http://support.microsoft.com/?kbid=245419).

First of all please ignore the response from "oops!!". Uninstalling and
re-installing will probably compound the problem.
And while Mike has posted some useful links, the usual solution to the
error message you have received is as below.

Errors in DIRECTDB.DLL or MSOE.DLL generally indicate corruption in the
message store.
Close OE.
Start by moving folders.dbx to an empty Windows folder. You will lose
your folder hierarchy and the lists of newsgroups on the news servers,
but it might get you into OE.
If that doesn't do it then move all of the dbx files to the same folder
as folders.dbx. You should now get into OE. Try importing the messages
from the folder you moved the dbx files to. If you can't, you can use
this tool to extract the messages:

message store.
message came up in the start-up screent that said, "A
required .DLL file , PGSDK.DLL, was missing". Is this part
of my problem and if so any other suggestions on how to
open OE? If this has nothing to do with my OE problem,
will it cause a problem elsewhere?

Thanks for your help.

From a recent post by Mike Maltby MVP:-

The error message means that you had spyware installed on your PC and
that you
have hopefully removed part but not all of the spyware in question. You
don't
want the file PGSDK.DLL which is not part of your operating system but
instead
need to remove the entry from MSConfig | Startup that was placed there
to
start this spyware each time you booted your system.

PGSDK.DLL
You probably have Promulgate spyware installed on your system as a
result of
installing a P2P file sharing program. Have you got the Delfin Media
Player
from http://www.delfinproject.com on your system? This is spyware often
associated with installing Kazaa and is often implicated in the error
messages
you are seeing. If present I would suggest you dump Delfin Media
Player.

Since you have one such unwelcome guest on your PC I would recommend you
download yourself a copy of the free Ad-Aware 6.0 from Lavasoft
(http://www.lavasoftusa.com/software/adaware/) and perhaps also SpyBot
(http://security.kolla.de/) and scan your system for and remove any
unwanted
parasites, adware, spyware, foistware and any other junk that might be
hiding
on your PC.

Hi Kath, I've tried your suggestion as well as Mike's and oops! but I still can't get OE to work. Any other ideas?

As I have been offline for a week or so, I am just catching up with the

have not included any of the previous psotings in your response, I don't
know what the original question was!
