Whenever I try to install any software I get a message that a previous setup
is pending, reboot and rerun setup. Rebooting does not solve the problem.
If found KB Article 214643 which (for ME) says rename wininit.ini and
reboot. That does not solve my problem. Any one know what to do?

Are you saying that you couldn't find a WININIT.INI file, or that you found
one, deleted it, and still had the same problem?

If the former, then try this

Start|Run
type

SCANREG /FIX (note the space)

and click OK
Windows will reboot

see if that fixes it
