Shut Down / Misc Problems

I have a rather interesting problem, my HP Pavilion will
not shut down when asked to. The only way to shut the
system off is to either hold the button in until the unit
shuts off or use the shut down option in the
Control/Alt/Delete menu. This in itself would be a minor
annoyance, but it doesn't end there. It also has lost
the power to do core windows commands, like open the
calender, open any option in the control panel page,
(including adding or subtracting programs), opening
properties when right clicking the My computer icon and
while the Windows system restore opens and tries to work,
it will not restore to any stored point. Thinking I
would try to run the HP restore discs from "Safe Mode",
(as they will not run from the HP Tools menu option, I
found that the problem exists even inside the "Safe
Mode". I can do nothing, including a complete restore
from HP disks (which includes a format). I am
stuck.... The computer actually works okay while inside
programs as though nothing is wrong. Although, thinking
about it the occasional help menu will not open and Word
refuses to close with the x button, but will close with
by right clicking the task bar icon and selecting close.
(interesting because Excel does not have this problem.
Anyway, if any of you geniouses have any suggestions, I
would love to hear them. I would even like to hear
suggestions on a complete reformat and re-install if
anyone can think of a work around that might do the
trick. At the moment, I'm stuck.
