Can I safely delete .tmp files that are in directories other than the
windows/temp folder?

By definition, all *.tmp files are temporary files, and should therefore
contain no critical data.
Reboot first, then delete any and all that you find (leave them in the
recycle bin for a few days, just in case, if you like)

Thanks. I'll keep the deleted files for a week or so. Some of them look
like registry keys and that's the reason I asked.
