My windows does not work properly.
I need to format the harddisk.
What is the step by step procedure to format the disk and
then re-install the windowme?

How do you know you need to reformat? Have you just reinstalling?

If you give more details of your problem someone may help you to recover
more easily that reformat/reinstall.

I doubt if problem is a hrdware error. Look at this link:

I suspect you have a damaged CAB file. You will need to read the info in
the link above very carefully.
