I have a win ME PC 733 Mhhz 20 G HD, 256K RAM.
I cannot open any browser.
I tried AOL ..same problem, The
When I try opening Outlook Express, I get a blank page. All my emails
have disappeared. It goes to MSN Internet Access.
I tried "system restore". I tried to create a new restore date...last
few days.But it will not allow me to do so.
It says
System Restore is not able to create a Restore point.
Pls. restart your computer and then try again.
I did restart but I get the same message as above.

Your system restore problem:
First, check that you don't have a wininit.ini file. If you do, rename this
to wininit.old and retry System Restore. If this works then you possibly have
a program that creates a wininit.ini file each time you boot your system. One
known example is tgcmd.exe from the late lamented @Home another is a program
called "ACCESS DENIED". If you have tgcmd.exe I understand that disabling it
in MSConfig | Startup will have no adverse effect on your system but enable
you to use System Restore. Likewise ACCESS DENIED needs to be "switched off"
whilst using SR to either create or restore to a previous checkpoint.
McAfee's Spam Killer also seems to create a new wininit.ini file each time the
system is booted. See also MS KB 274092 - "Error Message: System Restore
Cannot Run Until You Restart the Computer"

If this isn't the reason for your problem then try running
SCANREG /FIX
from a command prompt such as Start | Run. Note that the system will re-boot
so don't have any applications open when doing this. I suggest this because
the same message is also displayed when the registry has been corrupted in
some way. scanreg /fix attempts to repair that damage.
Hopefully one or the other will solve your problem and allow you to create a
manual check point.
Finally you may want to carry out a quick test of system restore to check that
all is now OK;
a) Create a shortcut on your desktop to a file.
b) Create a manual checkpoint
c) Delete the shortcut
d) Restore you PC to the checkpoint you created.
Was the shortcut restored? Did you see any error messages?

Thank you very much for your reply.
I did try the first 2 suggestions that you mentioned
ie
1.wininit.ini file. - I did not find any such file
2. SCANREG/FIX - this helped to get my browser back but not the
creation of a new date for System Restore.
But the above 2 ....did not solve my System Restore ie to create a new
restore date. It still will not allow me to do so.
I called the Cable company and they said since the Pings are working
it is a Winsock problem.
So I am hoping that by a System Restore (where I can create my own
Restore point) I can get my PC back working once again,
Any more suggestions?
PLEASE let me know. I am not technical so any help is welcome.

Is System Restore enabled?
Check System Properties > Performance > File System > Hard Disk
Set a System Restore disk space use of about 400 MB.
If it is enabled and you still cannot create a restore check point, the
C:\_RESTORE
folder may be corrupted and you should delete it.
To do this:
Reboot to DOS using your Startup disk enter the following commands at the
A:\> prompt.
ATTRIB -R -H -S C:\_RESTORE
REN C:\_RESTORE OLDREST
Remove the floppy and reboot to normal windows.
You should now have a new, single restore point.
Go to Windows Explorer, and delete the C:\OLDREST folder.

I'm sorry but creating a system restore checkpoint isn't going to solve an
existing problem such as you describe. You say that you have run scanreg
/fix. What exact error messages are you now seeing when you attempt to use
system restore to create a checkpoint? What problems are you having when you
attempt to connect to the net

I tried this many times and I get the same message.
Also I gor an error message when I started my PC as follows:
Rundll
Error loading C:\Progam~\newdot~\newdot`dll
The system cannot find the path specified
Also when I attempt to open Outlook Express I get the foll. error message:
Msinm has caused an error in COMCTL32.DLL
Msinm will now close.
PLEASE HELP me. I am NON tech and nned my Pc to work desperately.

Please try using SCANREG /FIX from a command prompt again as it appears that
you have not managed to repair the damage to your registry that is causing you
this problem. I am assuming that you checked for and didn't fine a
wininit.ini file as mentioned in my original reply.

I did SCANREG /FIX from RUN.
A window opened up. It said "building registry" and then rebooted.
And then I tried to create a restore point (to a few days ago), but
again it gave me the same message.
System Restore is not able to create a restore point.

And Yes, there is no winint.ini file/folder in thePC.
I still cannot access my emails in Outlook express. I get an error
message.

To enable System Restore:
Check System Properties > Performance > File System > Troubleshooting
UNcheck "Disable System Restore" - Apply - OK
Reboot.
You should now set it to 400MB (min. 250MB).
Test System Restore.

Thanks for your further help.
Actually "Disable System Restore" was already unchecked.
So I went to Prpoerties and found System Restore highlighted this
time. So I set it at 408 MB.
I rebooted but when i checked System Restore ...it took a long time to
open and when it did, all I saw was a white window with a blue border
at the top that said System Restore.
Any other ideas for me...pls. help.

Per your suggestion below. I used the starter disc and chose #3 ie
start PC without CD ROM support.
After I typed the ATTRIB -R -H -S at the A prompt.
I did not get the C prompt. I kept getting the A prompt again.
Pls. let me know what I should do next.

2. At the a:\ prompt type:

Press enter.
3. At the a:\ prompt type again:
REN C:\_RESTORE OLDREST
Press enter.
4. Remove the floppy and reboot to normal windows.
You should now have a new, single restore point.
Go to Windows Explorer, and delete the C:\OLDREST folder.
For some reason the underscore after C:\ and before R got removed.
I wonder why.
Please try again and post back.

When I click on System Restore, the hourglass shows up and disappears
and nothing happens. System Restore Window does not open.
I have done the scareg /fix routine.

Hi Zee,
I typed in exactly as you suggested.
I click on System Restore and nothing happens.
Sometime a System Restore window opens up, but it is totally blank ie
white with the words System Restore on the top.
Is there anything I need to do to get System Restore to work and
create a new restore point.

You must have something quite wrong in your PC.
I would suggest a reload of WinME.
I am sorry I wasn't able to help you on this but maybe some of the other
