- Windows ME improper shutdown

I have a problem when I try to shut down the computer.
After clicking on shut down the computer seems to run
through the process, the monitor goes to a blank screen
(doesn't give the message that it is safe to turn off the
computer), then doesn't continue to power down. So far
I've had to power-off manually, which of course then
causes scan disc at the next boot up. What could the
problem be?
