With a ATSC card or ATSC usb you can record in HDTV, HD recordings quality
will be higher than DVDs.

The Avermedia is the least expensive, has driver support for dual tuners
and works well for me

I'm not sure what open pci slots or the config is on the HP but if you can't
use a half height card then you'll need to use a USB tuner. There are
several half height cards made check Dvico.
