Is it possible to download your TV guide and the us it on another computer?

It is not possible with official , released, supported tools.
But it can be done with some SQL programming

Yes, assuming the other computer is running the same version
of MCE. Just copy the EPG folder.
C:\Documents and Settings\All Users\Application Data\Microsoft\eHome\EPG
