Recently on the advice of a friend, we went to ADD/REMOVE programs and
deleted some known data miners and unneccessary programs and games. We then
went to Internet options and delted the stored pages, cookies etc. We were
going to restart, then run defrag and find a good anti spyware program and
install it. Now when we turn the computer on, we can't get his computer off
of the welcome screen.
I know that we can do system restore once we get in, but HOW??

You could try booting into safe mode, press F8 while booting.
