- Ir blaster not changing channels on set top box

I have a Hauppage 1600 card and IR Blaster and the remote . Media center
will not recognize my remote for my dish network set top box. channel
I have gone though the learning process and and I can still not get it to
even change the channel or do anything. It does absolutely nothing when I
enter in the
channel number either using the remote or using the keyboard.
I can see the IR blaster's little bug you stick on top of the area on sensor
of the Set Top Box flashing when I enter in a command, but nothing happens.
I have went thru the set up many times and still it does not work.
I have tried moving the sensor to different places in the room.
Ive seen many posts on this but ive yet to get it to work.

Use you regular STB remote to make sure you have the right location for the
bug by holding it about 1/2 " away from the front of the STB until it works.
Then put the bug in the same location, again about 1/2 " away.
