OK. !
I have managed to correct the problem by doing the following:-
1) I tried a second MS IR Receiver and IR emitter
2) I used the (#2) emitter
It changed the channels on the STB immediately!
So it was either the emitter is stuffed or the (#1) DOES NOT WORK on the MS
Device.
This correlates with another chaps experience on this forum.

P.S. The emitter needs to go over the top of the VERY LEFT of the POWER
Button on the decoder(Zenith).
