Brought a new compaq MCE. Installed the WIN-TV 150 PVR Card. I have sound
but have no picture and have not been able to use the tv section because I
have not been able to fgiure out how to get to the wizard that walsk me
through to set up my cable company. Please advise. Thanks

Is the PC connected to a computer monitor or a TV? If the latter, how is it connected?

Doug,
It is conencted by monitor. The signal is being split from the line, whith
the split being one going to the vcr and the other going to the motorola
surfboard (i think thats what it is called.)

The Media Center setup screens are not dependent on having TV signal present. When you get to the appropriate point in setup, you'll see the picture in a small window. When you first start Media Center, it should automatically run the wizard to wak you through setup.
Are you getting the black screen when the computer boots up, or only when you try to run Media Center?

I hadn't even tried the Media Center portion yet, I was just trying to watch
tv using the card. Should i run that function through the Media Center?

I can't speak to the software that ships with the 150PVR card, as I've never used it.
There is a different version 150PVR-MCE which comes with the approrpriate drivers for Media Center. They're functionally the same card, but the MCE version doesn't come with a remote or the WinTV software. I believe you can remove the tuner from Device Manager and then reinstall it using the Media Center drivers.

Additionally, to watch Live or Recorded TV in Media Center, you need a compatible DVD Decoder installed.
