I have had a nagging problem since I got my system, Dell 9150, 3Ghz, Dual Core

I have downloaded every patch I can find from anywhere, bios, video
drisvers, etc. Nothing works. This happens every time after booting or
resuming from standby. I've run the diagnostics. none show any problems.
Some random time after logging in Processor 1 goes to 100%. Processor 2
usually has lots of cycles, but Processor 1 is blocking Processor 2. By that
I mean the cursor goes very slow and system crawls almost to a halt like the
system is time slicing. You know. Processor 1 is at 100% doing something but
every now and again passes something to Processor 2 for it to do. This lasts
upto 15 seconds, then it goes away until the next reboot / resume.
I have looked at the task list at the time and nothing seems to be running
excessively. Even though the processor is at 100% the System Idle process
seems to be almost all. I thought it might be the virus checker but shutting
that off does not seem to stop the problem.
The only time time I think this does not happen is if I boot in safe mode.
I am this close to throwing it in the garbage and getting a MAC.
