first, check whether the power plug to the printer is connected properly and
the power led is lit. Also try printing a test page and check whether that
works.

Also, you mentioned that you use a USB to parallel port cable. There is a
USB port available in the printer and shold also be available in your
computer. Try using a cable which has USB at both ends and then check whether
the printer gets recognized.
