I am thinking of buying Windows XP Media Center Edition. Once I set up and
store the various media (music, programs), i want others to be able to use it
but not change anything, e.g. delete music or move files, other than to a
playlist. can this be done?

You would need to set up multiple user to log into the system and you could
control their access through the security tab for the various folders where
the media is stored. You would at least want a password on the admin account
to prevent others from going in and changing things, not as important if you
don't care who uses the read-only account.
