downloading a service pack

I am trying to download service pack 6a high encryption
for Win NT 4.0. Can I download it to a computer not
running Win NT 4.0, burn it to disk and then install it on
the computer running NT 4.0. Or, can you only download the
service pack to a computer running NT 4.0? My error is :

The procedure entry point setupapi.CM_Disable_DevNode
could not be located in the dynamic link library
CFGMGR32.dll.

you should be able to download it here from any computer,
burn it to cd, and run it on an nt machine:
