- file permissions resetting?

I'm trying to change the permissions on a file, setting read only for
everyone and change for one user. Pretty simple. I do that, and the next
day, the permissions have changed back to full control for everyone. Why is
that? Is it because the permissions on the parent folder are full control
for everyone?
This is NT4.0 sp6a.
