Folder and File Permissions for Users

Hello. Does anyone know how I can allow a user to create and manage
files and folders without allowing them to actually be able to delete
any files or folders accidentally. This has become a problem with some
employees and it seems the best way to prevent it from happenning is
to disallow certain access.

Keep in mind employees need to be able to create and rename folders
and files. The only actual restriction would be the ability to delete
anything in this network share. I've tried playing with share
permissions and ntfs security permissions and it seems there is no way
to simly restrict access to deletion. I believe this is because when a
folder or file is renamed, it must be interpreted by the file system
as actually deleting the original file or folder and creating a new
one, while this may not actually be the case.

Any suggestions would be greatly appreciated.
