Repair Windows Installer

I have an identical problem to Chris H and I tried to follow the four steps indicated in the link, but I would like some
clarification if possible on the four methods

Method 1. The DCOM permissions are OK.
Method 2. Does not seem to make sense for Windows NT 4.0 (no secuiryt Tab ?
Method 3. I ADD and give full control to the SYSTEM folder but it does appears to "take" as it quickly/often reset to
original setting. What else do you need to do to permanently save new settings (reboot ?)
Method 4. Is this ONLY for Windows 2000 or is there an equivalent step for NT 4.0
