How do I transfer all my users to a new NT4 Domain
COntrolled. I want to decommission the old Server

Setup up your new server as a BDC (Backup Domain Controller).
On your existing server (i.e. PDC) - Go to Server Manager, select the BDC.
Click on Computer then Synchronize with the Primary Domain Controller.
Watch the system event log. It will tell you when the updates have been
applied. Then go back to Server Manager, select the BDC, click on Computer
and select to Promote to PDC. This will automatically promote the BDC to a
PDC and will demote the PDC to a BDC.
The above process will copy across all you NT Users.
PS: You will also need add to the new server any additional services that
you may on the existing server e.g. WINS, DNS etc. (WINS and DNS migration
is an other matter though - but you find pleanty or articles on the net on
this topic)
