Why does windows uses CTRL+ALT+DEL while loging into the
server or release the system lock.

Ctrl+Alt+Delete is a keystroke that is recognized only by the OS and cannot
be captured by any other program that's running. If that were not the case,
some clever, deviant person could make his own application that would
display a blank screen and a fake logon box. You would do the C+A+D, enter
your name and password, and that program would then have your password. By
pressing C+A+D, you can be assured that it is Windows itself responding to
that keystroke, not some malicious program trying to steal your logon
credentials.
