- WINNT/Win98 Policies

Is there a nice easy way to get rid of Windows NT 4.0 and Win98 policies?
What I really want to accomplish is to give some users full access to
Internet Explorer. The policy has it locked down so only certain items can
be changed. Also, the same for the run command. The policy does not allow
it on the start menu.
The people that set the network up are long gone and I have not messed with
Win98/NT for a couple years. At least as it relates to policies.
