Had this error while trying to install Symantec system senter on a
windows 2003 server.

1607: Unable to install InstallShield Scripting Runtime

Found a few options on here, but none worked. This what did work.

I was installing from a folder on the server. This folder did not have
the "system" account with full permissions.
Once I gave the folder the correct permissions for the system account
to access, everything worked as it should.
