Can a Windows 2003 Terminal Server use a Windows 2000
server as a License Server?
Or do I have to build another 2003 box and make it a
license server

Hello,
No, you cannot have a Windows 2000 License Server for Windows Server 2003
Terminal Servers. This is because the old server cannot handle the new
licenses. A Windows Server 2003 License Server can however support both
Windows 2000 TS and Windows Server 2003 TS.
