I have gone through the recomended steps by Microsoft to
enable Administration through RDP and it still does not
work. Any idea's

Did you Control Panel|System|Remote|Remote Desktop and check the box for
"Allow users to connect ......"

If you are trying to connect from the internet, have you forwarded tcp 3389
to the server ?

If the Server2003 firewall is turned on, have you configured Terminal
Services access on the firewall ?
