- Appearance on Client Machines

I have been asked a very interesting question today by one of my clients and
was totally unsure of what to. I would like to know if there is any way you
can set the client computers on a network to display a picture in the
background before the users actually logon. I have tried the registry but was
unsuccessful and there isn't any network policy i can use. How can i get a
background for when the logon dialog box is showing before the user actually
logs in. Thank you.
