- Basic Security Policy Setting

I'm pretty new to the domain structure and I'm running SBS 2003. I would
like my users to be able to add/remove programs on there own pc's without
giving them Admin priviliges on the domain. Right now if they only have User
priviliges when they log on to the domain they can't install any software.
