there is a method for enable defrag for domain users?

No, they need admin rights. But you really shouldn't want them to do this
anyway - if you need regular defrag, I'm sure there are ways to script it or
otherwise make it run as a scheduled task - using either the built-in defrag
or third party (and better) products like PerfectDisk or Diskkeeper.
