I have dhcp server configured with several scopes. How can I get one of the
scopes to give ip addresses on a certain vlan?

You would need to configure the VLAN with a helper address in your router.
The helper address will add some stuff to the DHCP request that will tell
the DHCP server which scope to issue the address from. Other wise the server
will use a scope that matches the primary nic in the server.
