- File Download Pop-up - how to get rid of it!

We are running SBS 2003 Premier on a domain with around 60 Win2K and WinXPPro
clients.
We have a member server running Server03 Std. This is a new machine (Dell
PowerEdge) running twin Xeon Processors and 4GBRAM.
When a user double-clicks an icon (.exe) he gets the File Download pop-up
with the tick box at the bottom greyed-out (i.e. Always ask before opening
this type of file ticked).
When he tries it from another machine, i.e. XPPro/Win2K Pro it is fine - no
pop-ups.
How do I get rid of this on the Server03 machine?
Please help.
