- gpo restrict message

Hi,
2 questions regarding the GPO restrict message that the user get on
his client ("this operation has been cancelled due to restriction in
effect on this computer. please contact your system administrator"
1. for each illegal operation the client always get it twice - why?
2. is it possible to edit this message

I have been getting this message since yesterday, I click on an item and I

Talk to your system administrator about this and about the operation you
try. He has to enable you for that.
