There are several policies for IE and I'm having problems with one of them.
The policy is "Place favorites and links at the top of the list in the order
specified below".

I add Favorites to the list but they don't go to the top of the list. They
endup at the end or somewhere in the middle. Does not seem to be a real
pattern.

Is this a know bug or did it ever work?
