- Help with POP3,SMTP server setup in Win2003

Hi,
I am able to setup POP3 and SMTP server in win 2003. I created domain
called mydomain.com in POP3 Server and I am also able to send and receive
emails to mydomain.com
But I am not able to send emails to outside like someone@yahoo.com.
I am getting following error:

If you are on a dynamic IP network (such as your home network), the
receiving mail server is rejecting your mail because of something known as
dynamic network RBL's. Dynamic network RBL's are used by a few ISP's - AOL
for sure and I think Yahoo as well. To prevent this, relay your outbound
email through your ISP SMTP server. If you do this, you do not have to
create a DNS reverse lookup zone and records.
I think you should configure a "Smart Host" in the properties of the SMTP
virtual server, the smart host being the SMTP server of your ISP.
I am assuming that you are in fact on a dynamic IP. . . you didn't indicate
this in your post.
