How can I stop programs from adding LNK files to the Recent Folder?

I'm looking for a way to stop the usage of the folders
" \Documents and Settings\User\Application Data\Microsoft\Office\Recent"
and
"\Documents and Settings\Default User\Application
Data\Microsoft\Office\Recent"

Sometimes the server will run for months and accumulate hundreds of
thousands LNK(link) files.
I recently had to clean 358,000+ files from the Default User's folder.
Accumulated from a background operation of Winword.exe. The account used by
Winword.exe was a local Admin account, but it still saved them under the
Default User's profile.

I've tried turning off autocomplete
did the following registry entries
NoRecentDocsHistory
NoRecent DocsMenu
in both the HKCU and HKLM

No Joy

You can try setting deny write permissions on the folder.
