I know this is a Microsoft default address range. When I try to connect my
home computer to the internet, this is the IP address being kicked out to my
desktop and I'm unable to surf. I plug my laptop in with the same cable and
the laptop works fine. I've done IP release, replaced the NIC card,
deactivate and reactivated the card but to no avail. Any help is
appreciated. I am not using a firewall or router to connect to the
internet. It is a cable modem I'm using as well.

Peter,
Computer get 169.254.0.0 IP address range when it is configured to use DHCP
server for getting IP address, but the DHCP on the network does not
respond - assign the IP address.
Check why your cable modem wouldn't lease your computer an IP address. Where
I come from cable modems are usually locked down to issue IP address only to
certain MAC addresses. It could be that your ISP has configured your cable
modem with such restriction.
Also, think about using firewall to protect your computer from the internet
:-)

Your cable company may check the MAC address before it gives you an IP.
Perhaps you could give them a call and see if they require you to register
each MAC address.
