Hi,
I want to install our root certificate of our offline CA for all users. In
group policy, you can install root certificates for computers, but not for
users.
How can I install the root certificate automatically for all users then?

Users should not need the root certificates. The machines use this info to
verify that the certs are from a valid source. Once installed on the clients,
users will not see the warning message. If you want your users to have certs
then you will need to set up a enterprise subordinate CA and have the users
autoenroll.
