- ipsec.sy_ or ipsec.sys invisible to server

I have recently taken over a Windows AD network.
The Win2000 AD server was running at SP3 so I initiated the SP4
installation.
The installer stops at "Setup cannot copy the file ipsec.sys"
When I look at the Service Pack \i386 files from any other computer,
ipsec.sy_ (the compacted version) is there. If I expand it (to
ipsec.sys)) to *any* location, the AD server still cannot see the
file. It is not viewable from a DOS box either. Every other file
displays fine (If I count files from a nother machine, there are 1470
-- from the trouble machine its only 1469 (!))
This sounds like some malware or viral infection that tries to break
IPsec, but googling so far has turned up nothing.
Any help appreciated.
