Can Windows 2008 act as an iSCSI target? If yes how to?

You either need to update to the WSS (Windows Storage Server) it does
include R.I.P. WinTarget 3.x
or you can use any other third-party toolkit like DataCore SANxxx,
FalconStor IPstor (OEM only now
just as WinTarget) and StarWind from Rocket Division Software. This
one is my favorite as it has free
version. Download URL is:
http://www.rocketdivision.com/wind.html
or
<a href="http://www.rocketdivision.com/wind.html">StarWind iSCSI
Target</a>
Arigato!
